The regional legal framework and investment strategy of the local government create favorable conditions for doing business in the territory of the Smolensk Region – the region has entered the TOP-20 list of the Russian Regional Investment Climate Index.

Training of the necessary personnel for the Industrial Park can be provided by educational

institutions of Smolensk and Vyazma.

Currently, the Administration of the Smolensk Region is ready to provide assistance to the Safonovo Industrial Park and its residents through financial instruments and tax benefits:

Subsidies loans, grants related to leasing payments and obligations

Investment tax credits

Tax treatment:

Corporate profit tax 16.5%

Property tax 0%

Transport tax 0%

Land tax 0%

State support for industrial park residents:

The land plot is provided at a rental rate of 0,01 Rub. for 1 ha for the construction period.

Fees for connection to the onsite engineering networks are charged in accordance with the laws in force.

The title to the land plot can be acquired for 25% of its cadastral value for 1 ha after putting a facility into operation.

Special proposals

The following special proposals are offered to the Safonovo Industrial Park residents:

  • credit products of banks (Sberbank, Vnesheconombank, SME-Bank) with extended

lending periods, reduced interest rates, as well as additional favorable conditions.

  • participation in the programs of the Association of Industrial Parks of Russia to find

partners and interact with them,

  • provision of loan guarantees to the Industrial Parks residents (Corporation of Small and

Medium Enterprises JSC).

The Administration of the Safonovo District is forward to assist in connecting to utilities and energy networks, as well as provide preferential conditions for leasing land and invest into the repair and construction of road infrastructure.
